unable to have exceptions to usb port access?

When attempting to use the VMWare Group policies to disable USB port access, we are unable to add exceptions to certain devices. We have added the VID/PID in "Include VID/PID Device" setting and the device will no longer map up to the user's vm session. If we shut this group policy setting off, the user then is able to use the usb device?

The include setting is case sensitive and the value should be entered in hex, I know that gets some folks.
