prevent vmware horizon client to poweron machine after clicking pool

hi friends.

recently i've started testing Vmware horizon 6 for managing a classroom in company i work for.

in this classroom we are teaching 3 courses:   ICDL , and 2 other courses for our personnel.

i have run 3 base windows 7 machine for ICDL and x and y . so i've created 3 different "automated-dedicated-licked clone" pools.

i have a teacher that i installed a vmware vsphere for her and access "vmware user" permission to turn on/off and console priviledge to manage classroom.

i have 11 ICDL machines , 11 X machines and 11 y machine. and 3 pools.

i want when my user sit in ICDL machine if he(she) click on X or Y pool , x or y machine "NOT TO  TURNED ON" Automatically.  and JUST the teacher has the turn on/off permission to manage users. in the other hand users shouldnot have the ability of powering on machine after the click on pool.

you know this is the default manner of pools when users click on pool it's machine automatically started and he(she) could use it.

how can i control "powering on" and deny it to my users? so just the teacher power on the machine before the class and she shutdown it after the class.

i couldnot find it in "power policy" , "vsphere or vcenter" permissions and roles ,  or even other place.

i appreciate your consideration this is a sore in my neck friends
