We changeded the password of the account that view uses to connect to virtual center, and now we cannot get the web page for view admin to come up so we can specify the new password. is there anyway to do it via powershell or other utility? here is the error I see in application log:
Invalid VC login: 'Cannot complete login due to an incorrect user name or password.' Check username and password for VirtualCenter cn=e6a17539-533a-4d11-ad74-9e25ac1a46e1,ou=virtualcenter,ou=properties,dc=vdi,dc=vmware,dc=int at https://X.X.X.X:443/sdk

Why don't you just change the password back, get access to the system and change that password, then change the AD password again. The system should now have the correct password.

I checked and I don't believe our included Powershell cmdlets can make this change right now. It is something that I will suggest though.
I think mittim12's suggestion is going to be your best option for a quick fix right now.

We ended up going with what mittim12 suggested, I was looking for a powershell or other utility so we did not have to go engage AD team and get thier assistance with removing the GPO options set up around password age and reuse. It just extended our recovery time having to get the GPO removed and reassigned to get this completed.
