desktop power off VM policy

we would like to have the power policy for a desktop pool set to always power off the VM (low on resources)

my question is what happens when a user tries to connect to their VM. (static assignments) and the VM is powered off. Will the view client initiate a power on or will the connection fail?

looks like it will power up however it takes a while for the agent service to start up therefor takes longer to login .
