I have a View 5.0 environment, and I have Windows 7 desktops in floating pool. When I provission new desktops the new desktops are asking to activate. The parent is activated and I'm not using SYSPREP so I don't know why the provisioned desktops are requiring activation. I've never had this issue before with other View deployments.
Anytime you reinstall the View Agent you must modify this registry key again:
[HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\services\vmware-viewcomposer-ga]
"AllowActivateMAKLicense"=dword:00000001
Might want to verify that the key is still set properly.
Are you using a MAK key or KMS activation?
I am using MAK keys which I have used before without this issue.
Have you over run your MAK Key limit? that would trigger an activation event. read the following MS article on MAK key activation

As Tom said I would check the count on the MAK key. Each recompose operations can count against the MAK license which could run it out.
I have plenty of MAK activations left so that's not it.

Thanks, that registry setting seems to have fixed it. I've never had to set that before. I'll have to remember that one.
