Is there away to prevent a user from disconnecting from rdp and making the session logoff instead?

You can use an auto logoff group policy.

we remove and prevent access to the Shut Down command. This gives the user the ability to only logoff.

Found in User Configuration Admin Templates--Start Menu and Taskbar.

Also, if you are going to use a user GPO, make sure you enable loop back processing mode.
