Windows 10 Start menu programs not showing up

I added some virtual desktops to an existing desktop pool (linked clones). When users log into the new virtual desktops and click the Start button, not all of the programs are listed in the Start menu. See screenshots below.

How are you pushing your applications? Are they installed directly on the parent image?

I do see the same issue in Windows 10 1709.. Any help is appreciated
