Your getting that specifically for the VMware-ThinApp link?   If you have a valid license and you are getting that you may need to open a ticket with the licensing team to figure out what is happening.

If you are in the trial period you can dowload it from the page linked above.

Look for "VMware ThinApp 4.7.3" that includes Setup-Capture.
