You need to make sure RTAV is in use for webcams.

I would be careful of Group Policy.  Windows 10 1803?? not sure of the version made some changes to how these work and webcams, microphones,etc can be blocked by group policy.  Computer Configuration->Admin Templates->Windows Components->App Privacy

Let Windows apps access the camera

Let Windows apps access the microphone

If  you don't set these policies users can change the settings, but I believe the default is to block them so they won't work.
