When you attempt to enable View Composer it will attempt to connect to the service on your VC server. Make sure this is running and that it's connection through its ODBC source to the database is good. I've run into issues where for some reason or another the connection to the DB has failed and while the Composer service is still running it is not making a connection and it manifests itself on the View Administrator screen as an inability to contact the Composer service.
