So I have a bunch of different license codes to enter. I put them into the View Administrator but I dont' see anything change, it looks like it took them, but I'd like to see a tally of licenses I own. Does anyone know how I can check this?

You are correct. We don't enforce the license limit as a hard limit in View. The licensing is enforced via the EULA.

The number of licenses you see are not visible in the View interface. You would have to check your VMware account on our site to see how many View licenses you currently have.
You only need to enter one key into View to enable the edition you have (Premier vs Enterprise).

It sounds to me, based on what you are saying that I can go over my license limit because View doesn't track how many I own. I'm not sure that I like that, I like how vSphere does it, it tracks how many I own and keeps me honest. I work at the State Level, you can't trust the government!
