I've gotten it to work in a couple of one off deployments but never done a full deployment. I have heard that it doesn't scale well but again I haven't tested with a lot of users.

It's typically recommended to separate it out from the virtual desktop and put it into the thin client (this is by both major VDI vendors, as its a technological limitation not a product limitation), otherwise it will not scale well at all.
In our Architecture, View Client is hosted on Terminal Servers.
Any suggestions how can VOIP be enabled in this scenario?
The View client or the View agent is on the Terminal Servers? As far as I know the client isn't even supported on a Server OS. Are you able to connect via PCOIP (this isn't available with agent on TS)? PCOIP is going to be a must if you want to try out the VOIP.
