VMware Horizon Client 4.5 will not launch, or uninstall

I have VMware Horizon Client installed on my 8.1 windows desktop, and it worked fine until yesterday.  Today, it will not launch, and gives me the message "Failed to initialize VMware Horizon Client.  To fix this issue, uninstall and reinstall the application."  I attempt to uninstall (through the control panel/program files), and it will not.  I have rebooted the system multiple times to no avail, attempted to uninstall from the command prompt, and even attempted to move the entire file to the recycle bin, but none of these work.

I have reached out to our IT folks, and they have no clue how to fix the issue (other than opening a ticket with VMware).  Does anyone here have an idea on how to address this problem?

First download below MS fixit utility to remove horizon client completely from machine > Reboot and then reinstall client.
