VMware Horizon Agent installation fails

I'm trying to update the VMware Horizon Agent on a VM, and it's consistently failing.  I've tried 7.4, 7.51 and 7.6.

Has anyone seen this before?

Potentially the driver store on this VM is corrupt, as VMware Tools was also unable to install the SVGA driver.  I got around that by deselecting it.  I really want to avoid rebuilding this VM, so if anyone has a workaround, or a way of fixing the driver store (yes, I've ran "SFC /scanow"), I'd be very grateful!

1603 is a tricky error. Below is what has worked for me in the past.

-I've seen for the Horizon Agent and Connection Server where it will throw that when there are pending reboots for Windows updates.

-See if you can uninstall or repair the existing Horizon Agent. It may be looking for the cached msi file that has since been removed. Running a repair and pointing to the msi will fix the currently installed version and then a upgrade will succeed.

-See if any of the registry entries mentioned in Installing VMware View Agent or View Composer fails with the error: The system must be rebooted befo... exist.

There are no pending reboots.  I'm now 95% convinced it's due to the Driver Store issue that's also preventing VMware Tools from installing.
