Upgraded horizon from 7.5.1 to 8.2, connection server cannot create VM

Hi,
we have upgraded our horizon from 7.5.1 to 8.2 (2103) all good no issue.

But on the insta clone desktop pools , when users are disconnecting VM get s deleted but new VM is not able to provision.
in logs we see vm's are getting deleted without issues, connection server is not initiating new vm creation?

If we enable and disable the provisioning setting on the desktop pool, it is creating the VM's which was deleted or when increase pool size vm's are creating.

nothing as error in logs or any place. rebooted vCenter, connection server, disabled and enabled provisioning in admin portal on vCenter

Has any one seen this issue? suggestion ideas ?

One thing you can try is to take a backup of CS and try a clean installation of Horizon version 8.2 by keeping the ADAM DB intact. Just a guess that even though the upgrade path is supported, considering the gap between the versions it might have corrupted something during upgrade.
