Yes, you need a signed external certificate on the internet-facing interface of the UAG. You can use various types of TLS/SSL certificates. These are clearly described on https://docs.vmware.com/en/Unified-Access-Gateway/2203/uag-deploy-config/GUID-E309666A-F502-445A-844...
For generating a CSR, you can use several tools like OpenSSL. The procedure depends on the type of TLS/SSL certificate.
