Single Sign-on pauses during login

We have Horizon 7.1 (server+agent) with Windows 10 1607 for linked clones. After authentication through Connection Server, once we get to Windows login, sometimes it pauses at "Other User" screen for about 5 seconds. SSO continues login afterwards.

Why does this pause occur for some users? How can we suppress this pause?
