RSAT Tools on Instant Clones and AppVolumes with Profile + UIA

Hi,

as the subject says, I'm trying install RSAT tools on W10 b1809 on an Instant Clone with a writeable volumes with profiles + UIA.  I'm running into an issue where it errors out with error code 0x8007001

has anyone else run across this?

I don't think this is possible since RSAT is now a "FOD" or Feature On Demand.  I found this thread when I was attempting to do the same:

I ended up installing them on my parent machine and restricted access to them via group membership.
