Persistant Virtual Machines with Disposable Disks

I am looking to create 800 VMs using VMware View 5.1, all VMs are both dedicated and Full Virtual Machines (using VMware Terminology).  All 800 OS VMDKs will be on SAS/SAN storage; in addition I would like to add a second E drive to place both the Temp directory and Page File.  This E drive will be located on SSD/SAN storage.  How do you suggest I automate the creation of the E drive for each of the VMs without using Composer/Linked Clones?  Maybe a PowerCLI script to query, add the VMDKs, and than format NTFS?

Can I ask why you wouldn't want to use Linked Clones?

Sure...  Here are the requirements...

The users need to have local desktop admin rights.

They can and must be able to install applications of their choosing.

VMs can never be refeshed or recomposed, which would delete the user installed applications.

OS VMDK must be on SAN storage

Page File and Temp directories must be on SSD or FusionIO for increased performance in paging and application installs.
