Office 2010 activation issues with View 4.0

Office 2010 on Windows XP SP3. I activate office in my master image, then spin out multiple copies. I then get the activation window when users log in. I see event id 1040 in the application event log:

Hardware has changed from previous boot.

AppId=59a52881-a989-479d-af46-f275c6370663, SkuId=71af7e84-93e6-4363-9b69-699e04e74071.

These are normal retail keys, and I know I have done this before without issue. The two hosts running this cluster are identical running the same version of ESXi

Any Ideas?

It is a best practise to use volume licenses in virtual desktop environments. Otherwise you'll run into your challenges.
