Named User Licensing

Quick question regarding named user licensing.  How are these licenses managed, compared to concurrent licensing for Horizon View?  Do you actually specify account/domain names for each named user license?  Honor system?  My only experience has been with concurrent licensing, so any insight would be appreciated.

So to be clear, for named user licensing you don't actually have to enter in account names (AD, for example) anywhere?  It's basically honor system at this point?
