How would I go about using Linked Clones and therefore desktop instances if we can't use DHCP?

Okay, I'll try harder.
Linked Clones all work from a master image, if you put a staic IP in this image it would copy itself to every VM, that won't work, so you have to leave it at DHCP.
You could try DHCP reservations if you were allowed to use DHCP, at least that way you'd have static-ish VMs. However its pretty common that you'd build new pools, in this case you'd lose the MAC address and therefore all those reservations would be lost.
Honestly, if I absolutely had no choice, I think I could force a way to get this to work by scripting the crap out of the environment, but if DHCP isnt' allowed in the environment at all, I'm not sure how I'd initially communicate to the VM in order to script anything that would set a static IP. A DHCP Server is needed just to start communicating with the VM.

I have run into this before. It's ugly, but we've used a mini startup script that uses a host file to statically assign IP addresses to linked clones.
