Locked Win10 workstation prompts for FIDO Key as the default unlock method?

When the computer is locked, when the user goes back to the PC instead of prompting for a password, it's presenting them with:

No FIDO key was found. Insert a FIDO Key.

They then have to click sign in options the select password and type in their password. This is only happening on our VDI desktops but they have the same policies as the rest of the network. In fact, when they lock their VDI desktop they have the following methods to log in:

FIDO Key
Password *
One-time access code *
Face
Fingerprints *
One-time Password

The rest of the network only has the ones labeled with the * (we have Digital Persona fingerprint scanners). I have created a GPO that disables FIDO, but that has no impact as FIDO is disabled by default unless you enable it. We are running Windows 10 1803 with Horizon View 7.9 and UEM 9.8. Has anyone else had this issue? I don't see an option for the agent to enable FIDO but maybe I've missed it.
