I have View 3.1.3 on ESX 3.5 update 5.
We have a Standard View Server and a Replica Server.
One of these days our Standard server Failed and we had to manually change all our thin clients (wyse) to the Replica IP so the people could login to get a virtual Desktop.....
Would you mind letting me know what could be a good failover or Load Balance technique or both to avoid this?
I mean I want that if suddenly master fails, all people that are going to log to the View Infrastructure they don't need to know that we have to change the Broker IP....

As mentioned in this old guide from the VDM 2.0 era, the easiest method would be to do a simple round-robin DNS combined with a low TTL, where you could just remove the failed server manually from DNS when it dies. Obviously this is not the most elegant solution. They discuss several other options in that guide as well.
Another option would be to look at software or hardware based load balancers, like loadbalancer.org's virtual appliance.
There is a few things you can do to make this more simple to handle a failover.
The simplest one is to set up a proper dns-record and point your clients there, that way if there is a failure you only change in the dns and all your clients will go to the secondary.
Of course the proper way todo it would be to implement a loadbalancer in front with some intelligence so it can detect if any of the connection-servers is not responding.

I was going to recommend using NLB but you already found a very good link to it, setting it up can be a bit of a nightmare but it will suit your purposes.
