Instant clone deployment fails SERVER_FAULT_FATAL

We have a brand new installation of Horizon 8 (2206) and are trying to deploy an instant clone desktop pool.  The golden image has the matching version of the agent installed (8.6).  After modifying the template clone timeout from 90 minutes to 180 minutes, we are able to get it to successfully clone the template to the replica.  (Our golden image is 80GB)

however, after the replica boots up, Horizon will eventually decide that the initial publish has failed with a "SERVER_FAULT_FATAL - failed to retrieve progress for request id" message.

We tried a desktop pool with a bare bones windows 10 image and that deploys without issues.  It almost seems like the Horizon server is timing out waiting for the replica to start.  Is there anyway to increase the amount of time it will wait? 

(As an aside, our environment is all HDD not SSD so that may be contributing to the delays as we're building a low cost proof of concept)
