Instant Desktop Pool size does not delete unused VMs

Hello Experts,

I am a bit confused with these settings.
As per my understand (Change the Size of an Automated Pool Provisioned by a Naming Pattern (vmware.com)) and the article.
The Pool members must be adjusted automatically.

Instant Desktop Pool - Automated - Floating
Initital config was:
Min number of Machines: 15
Max Machines : 25
Spare Machines: 5
Naming Patten: HZN-ID-{n:fixed=3}
The initial config has created 15 desktop instances, non of them is Powered Off.

changed config is:
Min number of Machines: 5
Max Machines : 20
Spare Machines: 2
Naming Patten: HZN-ID-{n:fixed=3}
There is no effect on the Pool size

What am I missing here? any specific step that I need to take for changes to kick in?
I tried disable/enable Provisioning after making changes, and still no difference in total number of VM isntances.

Any comments, suggestions?

Additional info to add, there is no assignment on this Pool as of now.
