Instant Clone failing (Windows cannot load the device driver)

Having this strange issue where the instant clone fails to provision VMs.  I get the following message:

Initial publish failed: Fault type is AGENT_CUSTOMIZATION_FAULT

After further investigating, I see the clone image shows exclamation signs on many of the VMware devices in device manager with the following error:

Windows cannot load the device driver for this hardware because a previous instance of the device is still in memory.

Any else experiencing similar issues. Currently seeing this issue on Windows 1809 and 1909.

Hello,

Did you try the following?

In the Parent Image:

1) Uninstall Horizon Agent

2) Shutdown VM, power up VM

3) Uninstall VM Tools

4) Shutdown VM, power up VM

5) Install VM Tools, reboot

6) Install Horizon Agent

7) Create new Snapshot

😎 Push new Image using new snapshot

Thanks for your input but I tried that already. The issue seems to be sporadic. I tried rebuilding the Parent template and same issue.  it's a hit or miss.  I'm seeing this issue on the 1909 images and the current work around is to reboot the template until the drivers load properly but it doesn't work on the instant clones.  I'm going to also engage Microsoft and VMware support team. Was hoping someone face similar issues.
