Horizon Upgrade from 2016 to 2111 broke Event Database connection

We ran the upgrade last week and it broke the SQL connection for the events. 

SQL is on the same server, it's running I can connect with SQL Manger from my computer. 

It's set to port 1433 I have the Firewall disabled 

This it the error 

An error occurred while attempting to configure the database. Double check the database parameters and ensure that the database is not down, restarting, or otherwise unavailable.

@Acutus1 ,

Try verifying SQL credentials (Use SQL Management studio and login with credentials provided inside Connection Server/Event DB)

Did that 

Copied the username from SQL Manger and pasted in to Horizon 

put the password in notepad copied it and pasted in to SQL manager to change the user password and then in to horizon 

I can log in to SQL manager with the account

Have you checked Connection Server logs?

On the other hand if you do not need old events you can always create new Database and point CS to it. This will confirm that connection between CS and DB server works fine and the problem is with Event Database..
