Horizon FIPs connections dropping port 4002 traffic after Windows Security patch

We recently installed these patches on our Horizon 7.13.1 server (Windows Server 2019)-

KB5012128

KB5011574

After the installer all InstantClones started to error out on port 4002 traffic to the Horizon server.  FIPs could not start a secure connection.

We checked and windows shows FIPs is installed.

We ended up uninstalling all three patches and then had to reinstall Horizon Connection server application.  That got our FIPs connections working again.  Something in one of the patches broke our FIPs that was internal to the Horizon application.

We are trying to see if anyone else has had this issue?

What is a FIP? Front end ip? Be aware the FIPs generally means, which does apply to horizon if you set it up in a certain way
