When a Horizon 7.0 instant clone is deleted and then created again, will it retain its MAC address the same way that a linked clone will?
No, everytime you get a new MAC.

Thank you. We have some clients with applications that use MAC addresses for licensing or to register with a mainframe host. Nonpersistent MACs would result in a lot of manual labor for the IT departments. Bummer.
