Creating a thin-ish client using Window IoT?

I've seen it mentioned a few times of people using Window IoT and repurposing old PCs to turn into a cheap thin client to launch VMs.  I'm having a hard time finding any sort of documentation on how to create one of these clients.  Has anyone here done this?  Does it support Blast protocol? If so I'd love to hear how they are done.

I have tried Horizon Windows client on Raspberry Pi 4 using Windows 10 on ARM, launching a remote desktop/app with BLAST, it can work.

However, Windows 10 on ARM doesn't support x64 apps very well, I select the 32-bit experience while installing the client.
