We are using Horizon View 7.8 on-premise.
Our storage admin needs to do some evening works on the user storage, so we want to create a user notification saying that the service is unavailable during this window.
This to either notify users or prevent them from logging in during this time.
Is there a way to present this to end users connecting in?

There is a "Pre-session logon banner" that you can configure in the view admin portal.
On top of that you can disable pools on the affected storage so that even if someone does log in, they will not be presented the pool or get an error (if this will disable all entitled pools).
Not in horizon, but you could redirect the dns to a static webpage, but that wouldn't stop the horizon client. Anytime we have maintence I just email the users using a script
