Connect-HVServer Hangs after credentials

Ok I'm having an issue with using the Connect-HVServer hanging after credentials have been entered and I have tried everything I know to try and resolve this issue, but it's got me stumped. 

The things I have tried.

Commandline being used "Connect-HVServer -Server"<FQDNservername>"

The user is an admin of the Horizon environment and the Connection Broker OS itself. I have tried putting a junk username and password in and still hangs. So, to me it is not even attempting the authentication. 

Tried from a Terminal Server, and directly on the Connection Broker itself via FQDN and IP address all the same. 

PowerCLI 13, 12.6, 12.4.1 

Uninstalled PowerShell 7 

Horizon 7.13.1 Environment

I am starting to believe that it is a server OS configuration and not the PowerCLI itself. Any tips or advise would be really appreciated?

I would expect it to timeout after a while. How did you install powercli?
