Cannot log in VDI session but VM reset twice works

It's a very peculiar thing.

In the connection Server Admin page, Vm's status is available,

When connecting to VDI, a black screen appears few seconds, then a message saying that the connection timed out appears.

At this time, when I tried to reboot the VM, the CPU usage of the VM appears as 0 in vCenter.

If reset is performed twice in a row, the CPU usage appears (Mhz number increases).

And VDI connection is succeded.

When resetting, it does not accidentally become normal,, but I have to do it twice unconditionally to be in a normal state.

Has anyone experienced anything like this?

I thought it may be a Tools or VM Hardware problem, so it is the same even though I updated to the latest version (ESXi 7.0U3).

But result is same

If this issue can be reproduced on demand, could you please help to collect client debug logs for analysis? You can refer to https://kb.vmware.com/s/article/1017939#horizon-client on how to collect client logs Thanks.
