Cannot log in VDI session but VM reset twice works

It's a very peculiar thing.

In the connection Server Admin page, Vm's status is available,

When connecting to VDI, a black screen appears few seconds, then a message saying that the connection timed out appears.

At this time, when I tried to reboot the VM, the CPU usage of the VM appears as 0 in vCenter.

If reset is performed twice in a row, the CPU usage appears (Mhz number increases).

And VDI connection is succeded.

When resetting, it does not accidentally become normal,, but I have to do it twice unconditionally to be in a normal state.

Has anyone experienced anything like this?

I thought it may be a Tools or VM Hardware problem, so it is the same even though I updated to the latest version (ESXi 7.0U3).

But result is same
