Black "Welcome" Screen Win10 with Transparency disabled

This is a weird one I'm running into and I wanted to see if it is just us.

On Win10 v1903 and v1909, we disable the first login animation like we always have with Win10. However, if we also disable transparency effects on the master image then users get a black screen during login when it should normally display "Welcome." When the OS moves to "Preparing Windows" it switches from the black screen to the "Preparing Windows" screen. If we leave transparency effects enabled then we don't get a black screen and instead get the "Welcome" screen like we should.

Anyone else seen this?

Just to know little background have you used Vmware Optimizer tool? If yes can you try with out that and check what is the behavior ?

This occurs for us with or without the use of the optimization tool. Disabling transparency effects is what the trigger seems to be.
