Basic Unified Access Gateway installation - admin console connection always showing ERR_CONNECTION_REFUSED

I am doing a proof of concept insallation of UAG 3.4 for a client.

I have imported the OVA into an ESXi 6.7 on a newer HP DL class server.

Configuration of the UAG is just a dead simple single NIC with a static IP (this is just proof of concept)

I have followed the installation guides to the letter.

The installation and configuration goes very smoothly, but when i try to connect to the admin console, after the UAG server boots up, to 9443 port every type of browser I try returns ERR_CONNECTION_REFUSED

I am able to ping the IP and telnet to port 80. 

There are no firewalls or AV clients in the path.

what am i missing? All the installation guides and demos show users effortlessly connecting to the Admin page every time.

Did you specify an admin password?

I remember reading if you don't specify the admin password during provisioning there is no admin access and you need to redeploy it.

I am deploying with the powershell script, it prompts you during that process and works fine for me.
