August Windows 10 1607 Updates Breaks Search Bar

Has anyone else experienced the August Windows 10 Updates KB4035631 and KB4034658 breaking the taskbar search bar?

Well I found the anwser by chance. I enabled Windows Firewall and rebooted. This fixed my issue. What Windows Firewall has to do with it. I don't know. Hopefully this helps someone else out.
