Application .ini located in Windows

We have use a commercial mulit-user application that stores it's .ini file in the Windows directory.  The .ini file stores information about the user logged on to the application and the database it is connected to. If an application attempts to update an .ini file in the Windows directory, does View store the updated .ini file somewhere temporarily for that desktop session?  If so, would other applications accessing that .ini file get access to the updated info? If not, is there some way (without having the software provider rewrite the application) to have the location of that .ini file redirected to the user's persona?
