Does this setting only work when the client logs on from other hosts? If so is the only way to allow a user to connect to multiple VM's from the same template, to setting another pool?

Yes, that's right. If users want to be able to access multiple VMs through View on the same machine they will need to either use a different user account for each client instance or have the VMs in different pools.
A bit confused by your question, host usually refers to the server that the vm are running on...
Do you mean another client?

Yes, sorry. Client machine, from the VMware View 6.0 client.
Group of users wish to open more than one instance of a VM from the same pool. I assumed "Allow multiple sessions per user" would enable this but discovered that it only seemed to allow the user to open a new session on a second machine.
Aha, got it now.
You could start another Horizon View Client with the "-standalone" option (assuming you are on Windows Clients), then you should be able to do that.

Tried this, didn't work on my testing with Windows 7 and View Client 3.0
