Something really odd going on:
1. Built an arm ubuntu server on apple silicon fusion
2. All was fine. Was able to interact in console mode
3. Rebooted, and it came up in a gnome shell! I neither asked for nor wanted it
4 The gnome shell has a very limted set of tools (no terminal)
5 All susequent reboots come up in gnome
How do I get it to boot into a shell?
Evidently something must have installed the basic GNOME environment and set the system up for graphical boot.

This works on the latest 22.04 Jammy Jellyfish as well as the 20.04 release so I think it should work for the version you have.
You were absolutely right. I installed vlc which dragged the basic gnome environment with it. I fixed my issue by installing the gnmoe terminal before vlc. That gave me gnome, but with the terminal
