On M1 mini with Ubuntu guest installing open-vm-tools does not allow folder sharing.

I have a Ubuntu 20.04 ARM guest running and I have successfully installed open-vm-tools.  However, I when I attempt to enable folder sharing, the settings window still says "Shared folders will not be available in the virtual machine until VMware Tools is installed and running" and any chosen folder does not appear to be shared.

Is there anything else I can try?

I'm sorry, I hadn't seen the thread "Shared folders in Linux arm64".

After following the steps on there, I was still seeing the message about shared folders not being available, but then I checked in /mnt/hgfs and they were indeed there.

Ignore the message if you have open-vm-tools installed. As you have found, installing open-vm-tools will allow you to use Fusion folder sharing with a Linux guest. The message appears to be thrown because open-vm-tools doesn’t appear to set something to let fusion know that tools are installed in the guest. 

VMware Tools are not needed for Linux except for older Linux releases that don’t support open-vm-tools.
