I was wondering, what tools/methods do you use to measure VMware platform availability to meet SLA's? PING would be one of methods, but in my opinion it's not valid enough, because even though one or more hosts are down, if cluster still handles all VMs, then such ping test is not proper for that (as VMs were immediately restarted on other hosts). So I am trying to figure out if there are any tools, that provide such measurements?

If you want to measure on application level, NetIQ offers the AppManager Suite, which has a plugin/module, where you can test application availability and generate reports (beside many, many other things....)
It's called "Response Time Module": http://www.netiq.com/products/am/modules/responsetime_all.asp
You can measure application availability end-user like. There are pre-definded measurement modules and the Response Time for Windows to be used for any application.

Microsoft systems center operations manager can do it and veaam do a vmware management pack for SCOM.
and Veeam how it will do it? I mean, what "things" will be measured then?

yeah, that is what I was thinking about, because I can have esx host down for a month if I want to and it does not impact platform uptime. This is why I am looking for tools/methods that would allow such measurement, but I have no clue if such even exist

With SCOM you can configure end to end service level monitoring - the following ppt explains this. Application monitoring of MS apps it does out of the box.
This configuration can be complex and you will need consultancy to configure and tune SCOM to deliver the monitoring you require.
