I think you will struggle for such a small switch for business use - netgear do cheap and cheerful desktop switches. I would go back to the dell web site and buy 2 from them - they will probably be 16/24 port switches but you will get the performance and features you are looking for.

Can I enable JF and Flow Control at the same time on this switch?

Perhaps look at the HP line, for example the HP 2520-8G-PoE supports Jumbo Frames and Flow Control (and many other cool features like VLAN, port aggregation, 802.1p priority and more.)
