Design Virtual environment across 2 sites

I am in the process of designing Virtual infrastructure for my client who has a unique requirement.

Environment:

They run Test/DEV and production in virtual environment.

Test/dev VMs are double in numbers as compared to Prod VMs.

The environment is spread across two physical sites and well connected.

Test/dev will be running at one site (ESX servers located on Site1)

Prod will be running at another site (ESX servers located on Site2)

Requirement:

1.Make sure Test/Dev VMs run on only Site 1 ESX servers and Prod VMs run on site 2 ESX servers

2.Enable FT in case Site 2 goes down, all the prod VMs move to Site1 ESX servers after turning off the test/dev VMs.

3.This process need to be automated.

4.Also want to take advantage of resourse pools.

Total ESX servers will be 15.

No plans for using SRM.

Any design suggessions?

2 different clusters, that's all.

If you're not gonna use SRM then scheduled replication can be done. For example with Veeam Backup & Replication.

It won't be fully automated process anyway. You have to press BIG RED BUTTON manually. But you can write a couple of scripts and automate failover process. Veeam Backup supports PowerShell scripting.

Not a problem.
