VM administrators get empty get-vm results when ESXi host managed by vCenter

I am setting up a new ESXi host, version 6, and I'm seeing a behavior different than version 5.5.

In a standalone v5.5 host all I needed to do is grant administrator role on a VM, then that user is able to see that VM in vSphere Client or via get-vm.

WIth this new ESXi 6 is managed by vCenter, users are able to their own VMs in vSphere client.

But with PowerCLI, get-vm returns empty results.

If I add the "read only"  role at the host level, then they can get their own list of VMs from get-vm.

But that has the undesired side effect of letting them see the global server features, such as amount of memory, cores, disks.
I don't want to let them see all of that.

How can I set up local ESXi users in a host managed by vCenter, similar to how it is with a standalone server?
