Do your VM have a virtual disk?

Maybe have a look in the BIOS for the boot order.

Please, check if the OS disk is configured on the controller (SCSI 0:0)?

Does the physical server use ide or scsi?

Looks like Converter included the Dell recovery partition.
Boot the VM with a LiveCD of your choice and check if the Windows boot partition is present and if the boot-flag is set correctly.

Attach the OS disk to other running VM

  1. go to CMD and execute below steps
  2. diskpart
  3. list disk
  4. sel disk 2
  5. list partition
  6. select Partition ( Where the EFI partition is available)
  7. delete partition override
  8. create partition efi size=150 ( you can set any size above 100 MB)
  9. format quick fs=fat32 label="System"
  10. create partition msr size=128 ( you can set any size above 50 MB)
  11. select Partition ( Where the EFI partition is available)
  12. assign letter="S" ( you can assign any available drive letter)
  13. exit
  14. cd e:\windows\system32
  15. bcdboot e:\windows /s S: /f UEFI ( Where E: is the OS drive and S is the EFI Partition drive letter)
  16. attach the disk back to the affected VM.
  17. Bring on the server.
