vsphere 6 readiness vs ready performance chart

Can someone explain the discrepancy in this chart?

This is a view of a host in realtime (refresh every 20s).  So if the latest summation shows 11962.  Doesn't that translate in to (11962/(20*1000))*100 = 59.81%!

But the Readiness value is 0.650%   ESXTOP seems to show that I should believe the readiness value...

What am I missing?

The important thing to be aware of is that the ready time measured in milliseconds is a Summation value that represents the combined ready time of all vCPUs. If you divide the ready time sum by the vCPU count then you get the exact same Readiness value:

((11962 / 122) / 20000) * 100 = 0.49
