vmnic0 on ESXi 5.5U2 not active at boot

I installed a second NIC in my ESXi server, and ever since then, when I reboot my ESXi server, vmnic1 (Intel 82541PI GB PCI) comes up, but eth0 (onboard Broadcomm BCM5761) does not.  *HOWEVER*, if I simply unplug the ethernet cable and reconnect, then vmnic0 becomes active and all is well.

How can I make both NICs active on boot?
