Are you already using VMware Horizon/View or just have virtual machines with SO for users ?

Hi

Welcome to communities.

You may try virtual box ,if that fulfill your requirement.

But I would suggest you have chosen good product i.e vmwrare.

I am not aware of any "Freeware" tool (Horizon View is a commercial product) but you can always write your own tool to manage it and it will be free for you.
