sophos security VM does not start up on same host

I got vshield installed working with sophos antivirus. The security VM according to sophos should be excluded from vmotion to another host. But when I shutdown the VM, put my host in maintenance mode. Then exit maintenance mode and power the vm back up, it does not stay on same host.

any idea? Is there something within the VM that will pin it to the same host on power up?  Sophos says I do not need any affinity rules for this

As you know, DRS has an algorithm for power  on VMs and if your VM is placed on a shred storage, VM will be power on on any of host of cluster.

You can create DRS rule or move it to your host's local datastore.
